Verso una nuova governance transfrontaliera nell’Unione europea? Il caso del confine Italia-Francia

Abstract

La crisi dell’Unione europea si manifesta prepotentemente ai suoi confini. Non solo i confini esterni della ‘fortezza Europa’, ma anche quelli interni tra Stati membri sono tornati al centro del dibattito politico in risposta alle diverse crisi degli ultimi anni. Se da un lato la volontà di ‘riprendere il controllo’ ha portato al riemergere di limitazioni per attraversare il territorio europeo, altri processi si sono attivati in parallelo a diverse scale, contribuendo a risignificare i confini intra-europei. Attraverso un’analisi del confine tra Italia e Francia, l’articolo sostiene innanzitutto la necessità di porre l’accento sulla coesistenza di processi diversi per comprendere le dinamiche in atto al confine; in secondo luogo, si propone di interrogarsi sugli effetti di questa coesistenza, in particolare nella definizione di nuovi modelli di governance transfrontaliera.
