
Article 22 of the Prime Minister’s Decree (dPCM) of January 12, 2017 defines integrated home care (ADI) as a subcategory of home care and describes its delivery mode and foundational objectives. In many regions, Districts ‒ defined by Ministerial Decree 77 of 2022 (DM 77/2022) as organizational-functional units of Local Health Authorities (ASLs) ‒ are responsible for managing and coordinating the ADI service. Through the case study of a pilot project involving three Socio-Health Districts belonging to ASL Bari, the work aims to offer a roadmap to effectively govern the re-organisation and standardisation of ADI processes in different organisational-functional units. The results of the study show the implementation of Lean management concepts facilitated organisational change in the three districts on the one hand and created the conditions for an effective standardisation of administrative and delivery processes at ASL level on the other. The results of the pilot project were also useful for the organisation of the Territorial Operations Centres (COTs).
