The PNRR (National Recovery and Resilience Plan) and DM 77/2022 are providing guidelines for reorganizing the network of community-based services.
This process requires a reevaluation of hospital services, both in terms of specialized care and in terms of new models for integrating primary and intermediate care. The case of the Azienda USL Toscana Sud Est highlights the active role of healthcare organizations in the final stages of the PNRR and in implementing DM 77/2022. These organizations work to balance service innovations — some of which are also promoted by regional initiatives — with the national guidelines. This proactive role is expressed through a strategic repositioning of many services aims to reach and care for the most vulnerable populations.
