The study analyzes DM77/22 to highlight the undefined areas and the consequent decision-making trade-offs that regional and LHAs decision makers will face in the re-planning of outpatient healthcare services. The research highlights four undefined areas that relate to how proactive healthcare is managed, patient access and CRM, the organizational model of outpatient care, models for taking care of chronicity and the resulting trade-offs. To answer to those trade-offs, different perspectives are proposed concerning patient stratification techniques, the interpretation of the concept of proximity, the role of digitalization in healthcare services, and the organization of healthcare professionals.
