Impianti fotovoltaici a terra e occupazione di suoli agricoli di elevata qualità: il caso dell’Emilia-Romagna

Abstract

Lo studio indaga la diffusione degli impianti fotovoltaici a terra (IF-T) nelle aree agricole dell’Emilia-Romagna, regione ad alta vocazione agroalimentare. L’attenzione è rivolta non solo all’estensione degli impianti, ma soprattutto alla qualità dei suoli coinvolti, valutata attraverso la carta regionale della capacità d’uso (classificazione USDA). I dati sulla localizzazione degli IF-T nel 2025 sono integrati in ambiente GIS con quelli sulle destinazioni d’uso pregresse e sulla capacità d’uso dei suoli, per valutare il grado di occupazione dei terreni di classe I e II, i più pregiati. Emerge una rilevante presenza di piccoli impianti in pianura e uno sfruttamento intenso dei suoli migliori, soprattutto nei comuni intermedi. Il lavoro evidenzia i limiti di criteri localizzativi basati solo su distanze e tutele settoriali e suggerisce di introdurre un criterio pedologico nella definizione delle aree idonee per gli IF-T, per conciliare transizione energetica e tutela del capitale pedologico.
