Strategie di digitalizzazione e performance nei PIAO delle aziende sanitarie siciliane: un approccio di digital content analysis

Abstract

L’obiettivo del presente lavoro è analizzare le strategie di digitalizzazione dichiarate dalle aziende sanitarie, ponendo particolare attenzione al rapporto tra tecnologie digitali e ciclo della performance. La ricerca esamina come tale relazione sia rappresentata all’interno dei Piani Integrati di Attività e Organizzazione (PIAO) e in che misura la digitalizzazione venga formalmente integrata nella pianificazione strategica e nei processi di misurazione delle performance. In questa prospettiva, la relazione tra digitalizzazione e performance è interpretata come costruzione strategico-programmatica, funzionale alla creazione di valore pubblico e al raggiungimento di obiettivi specifici di miglioramento organizzativo. Per rispondere a tale obiettivo è stata sviluppata una content analysis condotta tramite utilizzo software digitale, con l’intento di testarne l’efficacia come metodo di indagine documentale per l’analisi dei PIAO. Questo approccio ha consentito di estrarre, classificare e confrontare i riferimenti strategici alla digitalizzazione e alla performance, offrendo al contempo una riflessione metodologica sull’utilizzo della content analysis come strumento di benchmarking e di valutazione della coerenza programmatoria tra le Aziende Sanitarie Provinciali (ASP) siciliane. I risultati della ricerca mostrano come la digitalizzazione sia frequentemente associata agli obiettivi di performance e alla modernizzazione organizzativa, assumendo un ruolo rilevante nei processi di innovazione amministrativa. Tuttavia, emergono differenze significative nel livello di attenzione e di integrazione del tema tra le diverse ASP siciliane, suggerendo la presenza di disomogeneità strategiche e organizzative a livello regionale. Tali evidenze consentono di fotografare lo stato di avanzamento della digitalizzazione nella sanità pubblica siciliana e di individuare possibili traiettorie evolutive per una più coerente integrazione tra tecnologia e performance.
