
The article focuses on the evolution and dynamics of the human resources and the personnel policies in the case study of the Azienda Ospedaliero-Universitaria SS. Antonio e Biagio e Cesare Arrigo in Alessandria.
A series of problems related to recruitment difficulties and high staff turn-over, aggravated by absenteeism, emerged from the analysis. In a context characterized by economic constraints and staff shortages in certain disciplines, it was necessary to take actions aimed at both the quantitative strengthening of staff and their qualitative development in terms of skills, well-being and work-life balance. This has produced positive results, particularly in terms of increased staff numbers and reduced absenteeism.
However, the implementation of these strategies has encountered several obstacles that have prevented them from being fully effective. These are due to both external factors that the company cannot directly influence and internal factors that it is working to overcome. Strengthening corporate welfare is a strategic objective to be pursued to put people first, improve the quality of working life, and reduce the impact of absenteeism. In the near future, actions to develop a digital culture, new strategies to reduce turn-over, and the implementation of new tools to monitor absenteeism and manage human resources will also be necessary.
