Abstract

The PNRR has presented Italy with an opportunity to invest in the digital transformation of healthcare. The plan identifies some key elements that can be used to create new mechanisms for the healthcare service network. However, it does not provide information on how the pillars of Digital Health will be integrated into the broader ecosystem of Regional Healthcare Systems and ongoing transformations.
To address this, the authors suggest developing a strategic vision of a digital ecosystem based on five pillars: 1) the management of Individual Care Plans (PAI), 2) FSE 2.0 (the National Health Service database), 3) an improved appointment booking system (CUP), 4) Clinical Decision Support Systems (CDSS), and 5) telemedicine.
Along with outlining the characteristics of these components and their interconnections, the authors suggest a change management approach at both regional and organizational levels.
