Quality, safety of care and risk management: The model of the Azienda USL Toscana Sud Est

Abstract

The purpose of this contribution is to analyze the risk management model of a particularly complex healthcare company in terms of territorial scope and structural organization, the Azienda USL Toscana Sud Est. Three main strengths of this model seem to be: 1. the corporate strategy aimed at strengthening the risk management system and how this strategy is translated into operational mechanisms (integration of specific risk management actions into the budgeting system); 2. the uniqueness of the chosen organizational structure (the creation of three departmental areas dedicated to risk management); 3. the significant investment in developing a corporate culture oriented towards risk management (promotion of proactive risk management approaches centered around a no-blame culture). In the diversified Italian landscape regarding healthcare companies’ risk management models, the analyzed case represents an interesting perspective to consider as a risk governance model.
