Il Piano Nazionale di Ripresa e Resilienza (PNRR) ha previsto, nell’ambito della “Missione Salute”, numerosi interventi che ambiscono alla definizione di un nuovo modello organizzativo del Sistema Sanitario Nazionale (SSN), incentrato su una sanità “più vicina e prossima” alle persone. Tali interventi si sono sostanziati, da un lato, nel rafforzamento degli investimenti tesi all’innovazione del parco tecnologico sanitario con un focus particolare sulla promozione e diffusione della telemedicina; dall’altro, nel potenziamento dell’assistenza domiciliare. A tal riguardo, assume particolare rilevanza la Riforma dell’assistenza territoriale, rappresentata dal Decreto del 23 maggio 2022, n. 77, che propone nuovi modelli organizzativi e assistenziali, finalizzati a garantire un’assistenza più accessibile, integrata e centrata sulla persona. Inserendosi nel contesto delle importanti riforme che hanno investito l’assistenza primaria, il presente lavoro di ricerca propone un’analisi sistematica della letteratura sul processo di misurazione e valutazione della performance dell’assistenza sanitaria territoriale. La performance sanitaria viene interpretata secondo una prospettiva multidimensionale, dal momento che la tradizionale tripartizione donabediana della stessa in termini di struttura, processo ed esito – pur rappresentando un riferimento consolidato – risulta parziale nel descrivere la complessità della sanità territoriale contemporanea, richiedendo l’integrazione di dimensioni trasversali come accessibilità, continuità, equità e qualità. L’analisi si propone, quindi, di fornire una sintesi strutturata dello stato dell’arte in materia di valutazione della performance nella sanità territoriale e, al tempo stesso, di delineare un insieme di elementi concettuali utili a orientare la costruzione futura di un framework valutativo coerente con i principi e gli obiettivi del DM n. 77/2022 e con le trasformazioni in corso nel sistema sanitario italiano.
